Change to the submission date of responses to the RFQs .
Due to significant number of requests from applicants to the RFQs and to allow them more time to respond to the RFQs posted on this website, the CMC has decided to extend the deadline for the submission of the responses to the RFQs from 3rd August, 2010 to 5 September, 2010.
All submissions should be made in writing on applicant's company original stationary and carries the signature of the authorized person representing the applicant. Each submission should contain two sealed envelopes; one marked TECHNICAL SUBMISSION and the second envelope marked FINANCIAL/ COMMERCIAL SUBMISSION. The main package should be clearly marked (Applicants Name and RFQ (name of RFQ) Submission). The inclusion of any financial information in the technical submission will void the entire application.
All submission packages should be received at the CMC address below on or before 12 noon on 30th August, 2010. Any submission received after that time will be discarded. The CMC advises interested applicants to send their submissions via international courier service such as FedEx or DHL to reliably ensure their arrival on time. It is the responsibility of the applicants to ensure that they have the delivery receipts of their package to the CMC as proof of delivery.
Following the closing time of the bids, the CMC will contact via email selected applicants to submit their technical responses via email submission to the CMC website. The CMC will write to all applicants informing them whether their submission was unsuccessful or not.

RFP: PERFORMANCE MONITORING OF
MOBILE OPERATORS IN IRAQ
The Iraqi Commission for Media and Communication (CMC) is the independent regulator of
communications, media, broadcasting and information services in Iraq. The CMC is looking
to conduct a comprehensive review of the performance and quality of service measures of the
current mobile operations in Iraq.
CMC is seeking the services of an internationally experienced independent engineering
services firm to monitor and analyze the performance of mobile operators in Iraq. The goal is
to conduct a continuous and comprehensive audit of the technical quality of the mobile
networks and assess the; integrity, maturity and performance quality of current service
providers’ operations. The successful bidder should have extensive experience and
qualifications performing the complete Quality of Service (QoS) monitoring and reporting
process for mobile operations in Iraq or the Middle East.
The applicant firm shall provide a comprehensive reference list, details and durations of
projects that they have successfully completed and the countries they worked with as well as
references to verify their claims.

RFP: DEVELOPMENT OF SPECTRUM MANAGEMENT
POLICIES IN IRAQ
The Iraqi Commission for Media and Communication (CMC) is the independent regulator of
communications, media, broadcasting and information services in Iraq.
The CMC is looking
for a comprehensive review and reallocation of spectrum in accordance with international
standards.
The CMC is looking for experienced and independent firm to provide; development of
strategies for managing spectrum, efficient allocation plans of spectrum, resolve conflicting
demands and coordination methodologies between major users of spectrum.
The successful bidder should have extensive practical experience and qualifications for
performing spectrum review, spectrum management, re-allocation strategies and proven
ability to works with; government, military and private sector users of spectrum.
The applicant shall provide a comprehensive reference list, details and durations of projects
that they have successfully completed and the countries they worked with as well as
references to verify their claims. Preference will be given to applicants with experience
working in the Middle East region.

RFP: MANAGEMENT OF 3G LICENSING
PROCESS IN IRAQ
The Iraqi Commission for Media and Communication (CMC) is the independent regulator of
communications, media, broadcasting and information services in Iraq. The CMC is looking
to issue future 3G licenses to offer best-in-class mobile services to consumers.
CMC is seeking the services of an internationally experienced independent firm to provide
advice and recommendations to licensing 3G mobile services to meet the increasing demand
for high quality voice and date communications services in Iraq. The successful bidder
should have extensive experience and qualifications to perform the complete licensing
process. Starting with the analysis of the current Iraqi market, number of 3G licenses to be
issued, drafting bidders qualifications requirements, evaluation of applicants, selection of
qualified candidates, recommendation of type of award process and administering the award
of the future 3G mobile licenses in Iraq.
