CMC issued a series of publications on the occasion of the parliamentary elections


CMC issued a group of publications on the elections affairs, and it’s the second edition of these publications, which have been distributed to entities which intended in the elections, and the mass media in the direction of the Commission for the dissemination of culture which specialized in electoral coverage and broadcasting systems and the preparation of media coverage, the general guidelines around, it  considering that the Commission and pursuant to the law of its formation, is the restriction and independent organizer to give license and putting the systems, broadcasting and transmission, communication and information and the media in Iraq.

A list of rules and regulations of broadcast media



It’s a list which intended to declare and respect the freedom of expression as its stated in the paragraph of the Article 38 of the Iraqi constitution. And Article 19 of the International Covenant of Civil and Political Rights and Article 19 of the Universal Declaration of Human Rights, and at the same time the familiar standards of decency and principles and non-discrimination, fairness, accuracy and balance. As well as ensure the broadcast stations work to spread the educational, civic and cultural democracy aim through the adoption and dissemination of the values of civilization and humanity in the world of communications and media which established on freedom and the primacy of public interest.

Rules and regulations of the media coverage during the elections period.


The rules and regulations of media coverage is aiming to organize activities of the media during the electoral campaign period, and it’s completing the list of rules and regulations of broadcast media which established by the CMC, and it’s for means of broadcast media only. And in force since July 27 / July / 2004. And considered these rules a part of a general guidance
Other is to the Commission and some are specific which in particular in the rules of electoral coverage.

General guidance on the accuracy and balance in news broadcasting.




And to provide fair coverage during the elections period and not inciting on violence or ethnic or religious hatred or civil unrest or riot actions.

The application includes a set of guidelines to help means and entities of the broadcast media to interpret and understand the regulations and decisions and legislation issued by the Commission and committed to it.
