within the orientation of the CMC to develop the technical cadres in the field of communications, and keep up with the latest scientific developments and researches that related to the spectrum management and its investment, the Commission hosted Prof. Dr. Hamid Alruishidi specialist in the field of communications at the University of British Brunel, to deliver a lecture to staff in the Department of frequencies at the Commission. He presented through it a brief show of basic concepts in the modality of using the best technical and organizational means to ensure increased investment and beneficiary companies and the quality of applications and services which provided to it.
And the Prof. Dr. Alruishidi explained that the “Cognitive Radio” technique allows the use of spectrum by the secondary user after the agreement with the first user, to provide services and other applications within the same frequencies in the times and circumstances as the need of using it was lacked by the original operator (the first), where there is an urgent need for spectrum to increase the requirements and the spectrum restriction in its nature.
